Sets workspaceController.workspacesBinding.tenancyIdentityHash so newly
provisioned org workspaces bind the workspace-controller's workspaces
APIExport, letting org users author Workspace CRs through the BFF.

Do not merge before tenant-cm 0.2.22 is published.
